How do I call someone on an issue on a dental plan?

I would like to know how to call a phone number and speak with someone on an issue on a dental plan?  I asked to assign in secure messaging to assign my provider on June 13, I was told it will not be effective until July 1? I need to go prior to July 1. I have paid for coverage and the doctor is in-network this is a problem that it will not be effective sooner. I was also randomly assigned a provider that I never set.
