Orthodontic records not covered?

My daughter has begun seeing an orthodontist to plan for braces, but they say before they can do anything else, she needs to have a set of "records" created (they described it like photos + molds + possibly x-rays), and the records would cost $300 and they would not be covered by insurance. Is this typical? If it is required for orthodontic treatment, why wouldn't it be covered?
